The problem lies not with clash of standards but that the industry discharge standards do not take into account different environments and location of other pollution sources and the local environment's capacity to handle discharge. 环保部否认国内排污标准过低污染地表水质 - sina /中国广播网 | 中广网北京7月28日消息(记者杜希萌) 据中国之声《全国新闻联播》报道，针对近日有媒体报道的"国内排污标准过低导致合格污水污染地表水体水质"的问题，环保部科技标准司今天独家回应中国之声：目前国内大部分行业标准不存在过低。　此前部分报道提出，我国水污染物排放标准中排放限值远比地表水环境质量标准宽松，导致不少行业处理的达标污水水质仍然超过地表水劣Ⅴ类水质。由此得出结论，即便经过处理，行业排污仍会造成污染。对此，环保部科技标准司司长赵英民解释，在这个推理过程中，存在对于工业排污标准和水体质量标准两个概念的混淆。"排放标准制定的依据是这个行业的技术可达性和经济可行性，但环境质量标准的更多的是依据人的健康，与环境容量有关。标准只是环境管理中其中的一个环节，需要和排污许可证，环评配合作用。比如说，造纸厂的排放标准在制修订时并没有考虑它要在哪里建。如果你在饮用水源地，即便这个企业可以达标排放，但由于它会影响饮水安全，那环境影响评价就不会允许它建。
