Shell will team up with two local state-owned companies in Hunan – one of which won rights for a shale gas block in the central province last year – to explore shale gas opportunities, a Shell China official said on Thursday.
The pact, although non-binding, marks Shell’s second major foray into China’s fledgling shale gas sector and could help kick-start the country’s slow-moving unconventionals industry.
The super-major signed a production sharing contract (PSC) for the Fushun-Yongchuan Block with state-owned China National Petroleum Corp. (CNPC) earlier in 2012.

Far from the jubilant crowds in downtown Jiangmen, the decision to cancel a proposed uranium-processing plant was met with dismay in the remote farming village of Lianzhu.
Villagers there, who were slated to be compensated and relocated to make way for the 37 billion yuan (HK$46.4 billion) facility, suddenly found their hopes for a better life dashed.
"I can't believe that we have had nothing again," one elderly villager told the Sunday Morning Post yesterday. "I almost got all the [relocation] money, but now we have to hand all of it back."

China Raises Natural Gas Prices, Still Searching for More Supply
On July 10 China will increase the price of natural gas for non-residential use, the country’s top economic planner, the National Development and Reform Commission (NDRC), announced on Friday.
Xinhua, quoting the NDRC, said that the average price of non-residential natural gas will rise from 1.69 yuan ($0.27) to 1.95 yuan ($.032) per cubic meter. The commission said the change was made in accordance with market mechanisms and reflects the true supply and demand situation.
Even with the adjustment, prices will be well below what China pays for supplies from abroad. Platts said the price of liquefied natural gas (LNG) for July delivery to Asia was $14.49 per million British thermal units (Btu), or roughly $0.54 per cubic meter. That’s a price differential of $0.22 per cubic meter.
And, it’s the price differential that has caused so many problems for China’s state-owned national oil companies (NOCs), which claim that low profit margins at home forces them to turn to more lucrative exports to make up profit loses.
The NDRC said that although low prices will promote natural-gas consumption in the short term, it will hurt the supply of natural gas in the long term. Not only did the NDRC not adjust residential prices, it said it would take steps to help some sectors of the economy bear the higher burden.

China said it may miss its five-year energy efficiency targets as local governments continue to rely on energy intensive industries to boost growth, despite damage to the environment.
The National Development and Reform Commission (NDRC) issued that warning in a report this week. It also admitted for the first time that energy data collected at the local level was found to be overly optimistic in comparison to national data, hindering progress.

China Oil Data Show 1H Crude Runs up 4.1% on Year WSJ By Wayne Ma
BEIJING--China processed 236.79 million metric tons of crude oil in the first half of 2013, up 4.1% from a year earlier, data from the National Bureau of Statistics showed Monday.
In June, China processed 39.6 million metric tons of crude oil, up 10.8% from the corresponding month a year earlier, the data showed.
The June crude runs, equivalent to 9.7 million barrels a day, were 5.0% higher than May's 9.24 million barrels a day, according to calculations by Dow Jones.
